MY ACCOUNTABILITY FRAMEWORK

Most politicians think accountability means apologizing or shifting the blame to others after things go wrong. To me, accountability means having the technical expertise to get it right the first time, and defining the high standards voters should expect from me during the next term of Council.

With 13 years of experience as an Infrastructure Asset Management Practitioner in the municipal sector, here is the exact framework I am promising, will be holding myself accountable to, and will be using to report my progress to the community on an annual basis.

1. Fiscal Sustainability

No Hidden Tax Hikes to Fund Growth

  • I will ensure growth pays for growth through development charges and intergovernmental partnerships so existing residents aren’t forced to subsidize new subdivisions through property tax hikes.
  • By shifting to rigorous asset management, local economic development, and sound financial planning, I will ensure our infrastructure funding deficit is addressed systematically. 

2. Capacity to Meet Demand

Scaling Infrastructure to Match Demand

  • I will enforce a policy that ties new subdivision approvals directly to actual, verified road and transit capacity.
  • To stop the cycle of playing catch-up with gridlocked traffic and escalating municipal costs, I will ensure necessary transportation and utility upgrades are strategically scaled before residents move in. 

3. Health and Safety

Prioritizing Health and Safety Over Rapid Expansion

  • I will fight to resolve the critical infrastructure bottlenecks that are currently straining our essential emergency response services like Police, Fire, and Paramedics.
  • I will ensure our underground water and wastewater infrastructure has the required capacity to support growth before new developments are approved. 

4. Connectivity

Smart Mobility and Transit Optimization

  • By proactively aligning development with comprehensive transit optimization, I will work towards achieving 20% transit mode share to reduce peak-hour congestion, while ensuring seamless connectivity with major employment hubs, schools, hospitals, and places of worship.
  • I will ensure we build a well-planned town that attracts top-tier commercial and industrial businesses to diversify our tax base. 

5. Civic Responsibility

Upstream Investment in Social Infrastructure

  • I will support targeted law enforcement for severe crimes while aggressively investing in the root causes of social instability.
  • I will champion strategic investments in community housing as a data-driven strategy to avoid massive downstream policing and healthcare costs. This proactive, upstream approach will free up policing resources to target organized property crime and auto theft. 

6. Service Excellence

Equitable and Affordable Services

  • I will ensure our $23.3 billion portfolio of infrastructure assets (Town of Milton and Halton Region combined) is managed with true affordability and equity in service delivery in mind.
  • By strictly adhering to global best practices in asset management, I will provide assurance to taxpayers that all municipal services deliver clear outcomes and tangible value for all residents in a cost-effective manner. 

7. Good Governance

Transparent and Proactive Consultation

  • I will proactively engage, educate, and consult the community before major financial decisions are made by Council.
  • I will translate investment requirements, municipal budgets and funding constraints into plain-language choices, and turn your everyday challenges into actionable, datadriven solutions at the Council table. 
  • I will establish a Youth Task Force to audit Council decisions against election commitments. Composed of 12 members serving a one-year rotational term, this oversight body will not only reflect Milton’s diverse demographics but also provide a platform to empower our next generation of community leaders. This structural feedback loop guarantees that Council remains accountable to the very generation that will inherit the long-term consequences of any short-sighted decisions made during the next term of Council.

8. Regulatory Compliance

Mitigating Risk and Municipal Liabilities

  • With my 13 years of municipal practitioner experience, I will ensure our operations meet strict regulatory compliance across all services, mitigating the rising liability and insurance costs facing Ontario municipalities.
  • Through rigorous technical oversight, I will ensure our services are delivered safely and efficiently, optimizing budgets and preventing tax hikes beyond inflation while maintaining service levels. 

9. Climate Change Action

Proactively Building Climate Resilience

  • I will integrate climate change adaptation into Council’s decision-making framework for capital investments to ensure we stop deferring climate action projects for political convenience.
  • Using climate change vulnerability risk assessments, I will prioritize proactive adaptation to local hazards during scheduled asset renewals to protect both public funds and residential properties.
