Standard political rhetoric will not solve Milton’s complex infrastructure challenges, but proven competence, a strong technical background, and a comprehensive understanding of all stakeholder groups will. I am running for Regional Councillor to hold our local government to a rigorous accountability framework consistent with my core principles. I bring the hands-on experience required to redefine modern political leadership by:

  • Scrutinizing technical staff reports and recommendations against auditable decision-making criteria that align with community expectations and affordability.
  • Advancing the interests of all taxpayers by ensuring equity in service delivery and serving as a strong, authoritative voice at the Council table.
  • Achieving long-term fiscal sustainability while managing rapid growth responsibly.

Milton needs elected officials who understand that dual-tier municipal governance is about responsibly managing a multi-billion-dollar infrastructure portfolio, not winning a popularity contest. It is time we look at elections as job interviews, with competence as a key selection criterion.

With 13 years of relevant and verifiable municipal sector experience, I have the proven expertise to maintain our critical infrastructure and deliver on my commitments without forcing unreasonable property tax increases. I invite you to review my municipal track record and qualifications below.

Public Policy, Advocacy, and External Funding

  • Public Policy Advocacy for Sustainable Service Delivery: Developed a comprehensive, ten-year financial modelling framework evaluating the fiscal capacity of all Ontario municipalities. This research quantified a multi-billion-dollar funding gap and proved that current property tax models are insufficient to sustain local infrastructure, providing the analytical foundation for AMO’s “Local Share” initiative and shaping provincial advocacy for intergenerational equity and long-term financial sustainability for municipal governments.
  • Stewardship of Federal Funding Programs for Municipal Infrastructure: Streamlined the administration of the Canada Community-Building Fund (formerly known as the Federal Gas Tax Fund) in Ontario for over seven years. This role focused on developing annual reporting requirements and monitoring the compliance of 440+ municipalities to identify data gaps, deliver capacity-building programs, and integrate infrastructure asset management with financial planning.

Industry Leadership

  • Technical Mentorship: Demonstrated leadership in coaching 200+ staff and elected officials from 80+ Ontario municipalities over a five-year period by providing technical assistance on establishing and improving infrastructure asset management programs. The commitment involved a full year of direct engagement with each participating municipality to build sector capacity. This capacity-building initiative was delivered in collaboration with AMONTario, and funded by AMO and FCM through the Government of Canada.
  • Collaborative Governance: Provide strategic leadership on the Board of Directors for Asset Management Ontario (AMONTario), a regional community of practice for municipal practitioners, to strengthen asset management capabilities and advance environmental stewardship of Ontario municipalities.
  • Diplomacy and Consensus Building: Act as the Canadian Vice-Chair to the ISO Technical Committee (ISO/TC 251) supporting coordination efforts to develop and advance Canada’s national position on standardizing asset management practices globally through the ISO 55000 series.

Municipal Operations and Organizational Culture

  • Innovation and Change Management: Advanced infrastructure asset management programs at 4 Ontario municipalities in managerial and advisory roles: City of Brampton, District Municipality of Muskoka, Regional Municipality of Halton, and the Regional Municipality of Niagara.
  • Evidence-Based Infrastructure Strategy: Delivered several research projects on the condition of municipal infrastructure and the adoption of asset management best practices in Ontario, including an AMO-sponsored analysis of the state of roads and bridges across 93 Ontario municipalities.
  • Data-Driven Planning: Developed starter infrastructure asset management plans for 23 small and mid-sized Ontario municipalities years before Ontario Regulation 588/17 came into effect. This foundational work established a critical starting point for communities at an early maturity level, summarizing their baseline infrastructure data, identifying knowledge gaps, and providing actionable recommendations to inform Council decision-making.
  • Enterprise Data Governance and Decision Support: Delivered corporate data and technology initiatives such as the development of an asset information strategy, centralized asset data registry, and the implementation of decision support systems integrated with financial planning.
  • Organizational Mobilization: Coached and motivated staff managing diverse municipal infrastructure portfolios to achieve corporate organizational objectives while fostering a culture of service excellence.

Strategic Foresight & Proactive Problem Solving

  • Cross-Sector Collaboration: Collaborated with elected officials, municipal staff with diverse technical backgrounds, and with provincial and federal funding agencies over the last 13 years to develop a comprehensive understanding of municipal infrastructure challenges and potential solutions.
  • Strategic Leadership: Bridged the gap between engineering data and financial planning with a proven track record of leading multi-disciplinary teams, developing municipal policies, strategies and plans, improving organizational maturity, building consensus across diverse stakeholders, and advising senior leadership and Councils on fiscal policy, infrastructure funding gaps, and risk management.
  • Effective Municipal Governance: Empowered municipal Councils in adopting best practices in asset management through delivery of educational workshops at town halls and conferences, and development of guidance materials such as the Asset Management Primer for Elected Officials.

Continuous Learning

  • Academic and Professional Qualifications: Anchored professional expertise with an undergraduate degree in mathematics, two post-graduate degrees in economics, and multiple relevant professional certificates in municipal accounting and finance, infrastructure asset management, and climate change adaptation. This comprehensive technical background, combined with extensive experience across Ontario municipalities, enables the strategic optimization of taxpayer funds to deliver on real priorities aligned with community expectations and affordability.

Halton Region’s 2025 Asset Management Plan (2024 – 2025)

At Halton Region, in a timeframe of less than a year, I successfully delivered over 70 workshops and facilitated collaborative discussions across 11 service areas responsible for managing the Region’s diverse portfolio of infrastructure assets. Through these engagements, I collected and improved asset performance and financial data, and defined and documented current service levels. This work informed the development of financial strategies by identifying planned lifecycle management activities in the 2025 budget and business plan for comparison with required state of good repair investments over the next 10 years.

In recognition of my leadership and successful delivery of this initiative, I was honoured with a nomination for the Halton Region 2026 Excellence Award. Halton Region’s 2025 Asset Management Plan is publicly available here.

Building Capacity for Sustainable Service Delivery (2023 – 2024)

At the District Municipality of Muskoka, I advanced the maturity of their asset management program to deliver the 2024 asset management plan, utilizing risk-based service levels to facilitate the development of multi-year budgets. To ensure fiscal sustainability and reserve fund optimization, I implemented an enterprise risk management framework that identified financial exposure and prioritized cross-departmental capital investments.

To operationalize the program across all infrastructure portfolios, I established a new corporate asset management governance structure and served as a liaison, facilitating effective collaboration and coordination between interdisciplinary staff and senior management. This collaborative environment supported the development of comprehensive technical, operations, and maintenance service levels for all service areas across the District.

Additionally, I developed several foundational strategies, including corporate asset condition and performance rating criteria, to capture the physical condition, functionality, and environmental resiliency of infrastructure assets while assessing current capacity to meet demand. Climate change adaptation strategies were also integrated into Corporate risk management processes by identifying infrastructure vulnerable to local climate hazards, such as extreme temperatures and seasonal flooding.

Operating within an accelerated timeframe of one year, I demonstrated leadership by training and mentoring staff, ultimately building the internal capacity needed to adopt a structured approach to asset management in alignment with the strategic priorities of District Council.

The details of District of Muskoka’s success story were presented at the 2024 Canadian Network of Asset Managers (CNAM) National Conference. You can view the full presentation, titled “Building Capacity for Sustainable Service Delivery: Muskoka’s Asset Management Journey” here.

Municipal Asset Management Technical Assistance Training (2018 – 2023)

Over a period of nearly 5 years, I led the development of training materials and the delivery of asset management technical assistance training to 200+ staff and elected officials across 80+ Ontario municipalities, in collaboration with AMONTario, under FCM’s Municipal Asset Management Program.

Through this AMO and FCM joint initiative, I facilitated peer-to-peer learning by establishing knowledge-sharing cohorts through grouping participating municipalities by geography, population, staff capacity, and shared fiscal challenges. The focus of the technical assistance was to engage every participating municipality for at least one year to help improve their asset management capabilities by providing guidance on:

  • Establishing cross-functional governance structures across departments and diverse infrastructure portfolios.
  • Developing standardized infrastructure asset hierarchies.
  • Identifying and addressing data gaps in asset registries.
  • Documenting current levels of service and total lifecycle costs of providing municipal infrastructure services.
  • Leveraging risk assessments to objectively identify local infrastructure investment priorities using a structured approach.
  • Developing realistic financial strategies to facilitate evidence-based decision-making.

Strategic Framework for Municipal Infrastructure Investment & Financial Sustainability (2015 – 2017)

Supervised a joint research project sponsored by the Association of Municipalities of Ontario (AMO) and York Region to develop long-term infrastructure funding strategies that help municipal governments implement their asset management plans. The report highlighted that financial sustainability requires active, long-term stewardship and is inextricably linked to robust asset management. To evaluate the sector’s fiscal realities, we developed a conceptual framework categorizing Ontario municipalities by their population growth profiles, fiscal capacity, infrastructure intensity, and asset age. This approach allowed us to pinpoint the specific financial challenges inherent to declining versus fast-growing communities.

Additionally, the report emphasized the importance of strategic debt and reserve management to achieve intergenerational equity, ensuring infrastructure costs are shared fairly across generations.

The Local Share Initiative: Assessing Ontario’s Municipal Fiscal Gap (2015 – 2017)

Developed a comprehensive, ten-year financial modeling framework to evaluate the fiscal sustainability of all 444 Ontario municipalities, quantifying a multi-billion dollar annual infrastructure funding gap. To support advocacy efforts led by the Association of Municipalities of Ontario (AMO), I also conducted a data-driven analysis for the “What’s Next Ontario” report, successfully demonstrating that current property tax and user fee models are insufficient to fund long-term municipal lifecycle costs. This report provided the analytical foundation for the “Local Share” initiative, informing pre-budget submissions that advocated for diversifying municipal revenue through a 1% dedicated portion of the Harmonized Sales Tax (HST).

The State of Ontario’s Roads and Bridges – An Analysis of 93 Municipalities (2014)

Delivered a research project sponsored by the Association of Municipalities of Ontario (AMO) on the state of road and bridge infrastructure in Ontario, aggregating data from 93 municipalities.

Developing Foundational Asset Management Plans for 23 Ontario Municipalities (2013)

Years before the Ontario Regulation 588/17 came into effect in 2018, I contributed to the development of starter asset management plans for 23 Ontario municipalities. This early work helped communities that were new to formal asset management practices establish baseline infrastructure data and align their initial financial strategies with emerging provincial guidelines.
